    Senior Program Manager - Contingent Workforce

    The Senior Program Manager is responsible for the governance and active program and / or portfolio management of highly complex programs linked to our company and department strategy & objectives.

    As a Senior Program Manager for Contingent Workforce, you will be responsible for leading our global managed service provider focused on ensuring strategic alignment and program delivery to support and drive success through end to end contingent workforce management.

    This role will ensure the roadmaps/plans focus on agreed business priorities, dependencies and strategies, managing the vendor HR team and ensuring the team provides a high level of support to hiring managers every day, refining how Booking manages its contingent workforce by establishing and strengthening our integrated solutions across tooling, products, policy, guidelines, processes and ownership.

    Leads and manages in a consistent quality manner the global contingent workforce operating model with clear policies and governance.

    Tasks & Responsibilities:

    • Own the Global Contingent Labour (CL) category. Support Hiring Managers to source workers through contracted suppliers and guide them on how to recruit and manage CL workers.
    • Design, build and maintain an effective E2E process and support tooling.
    • Own the CL policies and ensure legal compliance and risks are managed - drive results of the Managed Service Provider through planning, forecasting, hiring and onboarding where needed.
    • Oversee billing, contracts, including managing the agencies of agency workers and ensure consistent approach to engagement of our contingent workforce.
    • Develop policies and guidance to help managers access appropriate resources and provide real time data to hiring managers to make informed decisions.
    • Work closely with Procurement to ensure best suppliers and rates are used.
    • Responsible for the integrity of the HR technology used to drive the contingent workforce model, including the adoption process of new technology and tools. Oversee risk management and system performance and partner with relevant HR teams.
    • Advise on best practice and legal requirements by country/region to ensure compliant hiring and contingent workforce management.
    • Partner with Learning to create effective Manager training.

    Ideal Experience & Profile:

    • 8+ years of experience in project management, with a range of different methodologies and techniques
    • Understanding of Talent Acquisition with expert knowledge of Contingent worker programs, MSP, SOW
    • Working knowledge of agency worker rights and employment law and employee classification rules
    • Deep understanding of global employment complexity and the ability to design programs that are compliant, culturally appropriate and scalable
    • Strong leadership skills, ability to influence and steer leadership and senior management
    • Strong knowledge of staffing industry landscape and operating models
    • Proven track record in change management in large organizations with ability to function well within ambiguity and in a constantly changing environment
    • Lead independently multiple high complexity programs (end-2-end)
    • Have a solid business understanding. Independently use quantitative and qualitative data to drive decision making and lead by example
    • Analytical skilled and mastering data handling, able to tell a clear story with data/insights
    • Exceptional interpersonal skills focused on collaboration, building links and relationships within diverse teams, across organisation and outside
