    GSS Real Estate & Procurement (REM&Proc) delivers services out of two Global Centres and 9 Regional Offices.


    For the Region West-, South- & East Europe, we are looking for a Regional Procurement Expert.


    Procurement transformation

    DNV’s procurement organization, REM&Proc, is currently undergoing a transformation in order to increase its maturity, professionalism and capabilities across indirect spend categories and geographies. A new vision and strategy for procurement has been developed resulting in that a new global procurement operating model is being implemented within DNV. A key part of this new operating model is related to new talent and in particular new Procurement expert talent which will have a close collaboration with Global Category Leads, Regional Managers and Global Center specialists. These roles are essential for the new operating model and form a critical success factor for the procurement transformation.


    Role description
    • The role is a multi-role covering either global or regional (tactical) sourcing, contract, and supplier management execution and supporting the Global Category Lead.
    • Supporting Regional Manager with global category strategy execution and regional category strategy development work might be applicable
    • The Procurement expert will have a close collaboration with multiple stakeholders including Global Center Procurement specialists performing administrational/transactional/operations activities related to assisted purchasing management and content & catalog management using Basware cloud.
    • The role is mainly cross procurement categories on a regional level (exceptions with a more category specific focus can be applicable)
    • The tactical strategy execution scope covers supplier, sourcing and contract management developed by the Global Category Lead and translated into regional category strategy by the regional team.
    • The Procurement expert has a vital role in the cross-functional category teams led by the Global Category lead consisting of relevant representatives from GSS REM/Proc (global and regional), business and other GSS functions and covers all aspects of the relevant category.
    • The Procurement expert (together with Regional Manager) will add the regional aspects into the category teams, both category specific and not category specific requirements/aspects.

    Key responsibilities

    Category Management

    • Support with global category strategy execution and regional category strategy development work might be applicable to support the Regional Manager

    Sourcing Management

    • Develop and update sourcing documentation templates (RFx, tender documentation etc)
    • Execute sourcing (go-to-supplier market) strategy as per relevant category specific strategy (supplier, sourcing, contract, pricing strategy)
    • End-to-end responsibility for sourcing events – source to contract (incl. negotiations)
    • Identify viable suppliers
    • Fact based evaluation as per balanced scorecard
    • Award recommendations as per balanced scorecard
    • Focus on total cost of ownership or value
    • Recommend strategically fit for DNV
    • Seamlessly integrate sourcing, negotiation and contracting aspects to make contracts ready for implementation and purchasing

    Contract Management

    • Support sourcing related contract requests
    • Interact with legal to make sure fulfillment of legal requirements should any changes to standard contracts be required.
    • Identify contract risks
    • Manage contract expirations, renewals and terminations proactively
    • Manage and review purchase contract compliance
    • Contract portfolio administration and control

    Supplier Management

    • Supplier relationship, supplier performance, supplier risk, supplier base
    • Secure good relations with strategic and preferred suppliers
    • Monitor and manage supplier performance and provide input to supplier base management
    • Monitor and manage supplier risk incl. risk mitigation plans development and execution
    • Escalate any supplier risks to regional manager and global category lead
    • Support the supplier base management per category aligned with the global and regional category strategy
    Qualifications
    • HBO- or Academic certificate/degree in Procurement Management
    • At least 3 years of experience in procurement and preferably holistic category management experience (preferably from a large international organization)
    • Previous indirect and/or direct procurement experience and preferably from a variety of goods/services
    • Experience specifically as Procurement expert, buyer, sourcing/contract/supplier expert
    • Experience/Familiar in the use of SAP/Oracle/Basware cloud Finance systems and Procurement modules
    • Proficient in the use of Microsoft Office/Word/Excel/PowerPoint
    • Dutch is your mothertongue, good communication skills in English (oral and written)

    • Confident in establishing new ways of processing whilst promoting a positive and collaborative partnership with the business
    • Understand customer needs and the sense of urgency; take ownership to ensure solutions for the customer and deliver high quality results on time
    • Structured way of working, accurate in the operations, able to quickly analyze complex issues and come up with sound, rational judgements and pragmatic solutions
    • Willing to travel within Europe
    • Easy in reaching out when in need of assistance or advice
    • A tactical profile with strategic competence, analytical and attention to details
    • Performance driven, with a good level of professional as well as personal integrity
    • Cultural awareness and experience of working in a dynamic international environment with multiple stakeholders in different countries
    • The ability to understand the bigger – category – picture and the category strategy
